The Department of Health and Human Services numerous grants to nonprofit organizations to improve the conditions of low-income American and communities across the nation. Many of these grants focus on improving the processes through which government assistance is delivered.

An example of this type of funding designed to demonstrate process improvement and establish model to replicate across communities is a series of grants offered by the Administration for Children and Families (ACF) designed to support model programs which will construct and deliver practical and cutting-edge projects in the area of benefits enrollment coordination outreach and assistance.

In 2010 ACF was to award as many as five one year grants of up to $350,000 to nonprofit organizations to undertake demonstration projects.

The grants which are administered through the Office of Community Services within ACF are designed for grantees to demonstrate proficiency in three key functions:

1. The use of existing community service facilities for the benefits enrollment coordination process for members of the community not currently being served effectively.

2. Using a combination of technology and personnel expertise to effectively determine eligibility of individuals and families for services and benefits multiple governmental agencies.

3. Implementing procedures for strengthening and maintaining collaboration between community nonprofit organizations and government entities for benefits determination and eligibility.

In essence, the challenge is to implement a comprehensive coordination of benefits demonstration project that is replicable and sustainable across the United States.

The applicant must be capable of performing the process for all Administration for Children and Families programs:

* Temporary Assistance for Needy Families

* Child Support Enforcement Program

* Head Start

* Low Income Home Energy Assistance Program

* Community Services Block Grant services

In addition the applicant organization needs to coordinate health benefits, job training, and employment supports, and tax benefits for which their clients and their families might be eligible. These services include:

* State Child Health Insurance Program

* Medicare

* Medicaid,

* Earned Income Tax Credit

In the competition for this grant funding ACF gives added weight to innovative and all encompassing projects that extend beyond one particular human service area to provide comprehensive support to vulnerable individuals and families.

The model projects that are most likely to be funded will effectively demonstrate how coordination of planning between private and governmental social service agencies can improve the administration and effectiveness of programs delivered under the aegis of the Social Security Act.

The successful applicants will be those that directly convey how their experience and expertise can translate into effective fulfillment of the three key functions mentioned above and ultimately successful accomplishment of the project goals and objectives.

The nonprofit organizations that are ultimately funding for these grants will be charged with the responsibility to develop these projects in such a manner that they can serve as a resource to organizations across the country seeking to replicate their successes.
